In the context of urban housing, affordability refers to the ability to provide "adequate shelter" consistently while maintaining tenancy security within the means of the typical urban household. As per the RICS Practice Standard Guidance Notes (GN 59 2010), affordable housing is defined as housing that is given to individuals whose needs cannot be satisfied on the open market.

In order to ensure a greater supply of "Affordable Housing" in the urban housing market for the deserving beneficiaries, this policy aims to encourage the planning and completion of "Group Housing Projects," wherein apartments of "pre-defined size" are made available at "pre-defined rates" within a "Targeted time-frame."

The rates and deals in the NCR regios is as specified below -

Gurgaon, Faridabad, Panchkula, Pinjore-Kalka - can be a maximum of Rs.4,000/- per sq. ft.

Rs 500 per sqft against all balcony area in a flat adding upto and limited to 100 sqft, as permitted in the approved building plans.

There are basically two criteria for this which are:-

1. Anyone may apply, but those who do not own a flat or plot in any HUDA-developed colony or sector or any licenced colony in any of the urban areas of Haryana, UT of Chandigarh, or NCT Delhi will be given priority when it comes to flat allocation. This includes the applicant's spouse and dependent children. A candidate in a certain colony is limited to one application. Any applicant who is accepted under this policy will not be qualified to receive an allocation of any flat in any other colony under this policy. He or she will only be able to keep one apartment if they are successful in more than one colony. Each of these applicants needs to provide an affidavit to that effect.
2. A licensee may assign up to 5% of the total number of flats as approved in the building plans to its staff, associates, friends, relatives, and so on, provided that they provide the allotment committee with their name, address, and other identifying information. The allotment process for these flats must also be finished in conjunction with the drawing of flats for general category flats. These preferential allotments will likewise be subject to the tariffs and eligibility requirements outlined in this policy, and the allotment process will be finished concurrently with the completion of the general category flats. If fewer units are allocated for these preferred category apartments, the remaining space will be combined with general category allocations.

Any builder who is constructing the Affordable flats has to deliver the project in 4 years of launch period.
